Job Summary

The Business Manager supports the Population Surveillance and Strategy Team within the Trusted Data & Technology Directorate at UKHSA. The role provides a comprehensive business support function, enabling effective delivery of surveillance studies and the Pandemic Digital Capabilities Programme.

The post holder manages processes, reporting, governance and financial activities to ensure the team operates efficiently. The role also supports procurement, recruitment and contract management. Working closely with Pandemic Digital Capabilities Programme colleagues, the post holder would also be expected to engage in evidence gathering and evaluation activity, with both internal and external stakeholders.

This role supports delivery of digital tools and capabilities to strengthen pandemic preparedness and future public health response.

Job Responsibilities

The Business Support Manager provides business and operational support to the Population Surveillance and Strategy Team within UKHSA. The role ensures effective systems, processes and governance are in place to support delivery of programme objectives, including the Pandemic Digital Capabilities Programme.

This includes producing reports, briefings and presentations to support decision making. The post holder coordinates business planning, performance reporting, risk tracking and business returns, ensuring accuracy and timeliness. Financial responsibilities include monitoring budgets, tracking expenditure and supporting procurement processes.

The role supports recruitment, training and general team coordination, ensuring effective resource management. It also includes maintaining records management systems and ensuring compliance with organisational requirements. The post holder engages with stakeholders across UKHSA and externally, supporting communication and collaboration. This includes contributing to policy and parliamentary work where required.

Working closely with programme leadership, the role also contributes to evidence collection and evaluation activities, supporting analysis of digital technologies and programme outcomes.

Flexibility is required to respond to evolving priorities, and the role plays a key part in ensuring the team operates efficiently and delivers against its objectives.

Essential Criteria

  • Experience of drafting briefing papers, presentations and correspondence
  • Experience of monitoring and managing budgets, and spend using Government procurement processes
  • Support in business planning processes and reporting (including production of scorecards)
  • Support in risk management processes including risk assessments
  • Good written communication skills and highly numerate
  • Skills for communication on complex matters and difficult situations, requiring persuasion and influence
  • Ability to analyse and interpret information and recommend appropriate actions including on complex or contentious issues
  • Ability to work on own initiative and organise own workload without supervision working to tight and often changing timescales
  • Effective organiser, planner & innovator
  • Problem solving skills and ability to respond to sudden unexpected demands

Location

This role is offered as hybrid working based at UKHSA Core HQs. A minimum of 60% of working hours (approximately 3 days a week pro rata) must be spent at one of the core HQs in Birmingham, Leeds, Liverpool, or London.

UKHSA core HQ offices are modern and newly refurbished with excellent city centre transport links and co-location with other government departments such as the Department for Health and Social Care (DHSC).

Security Clearance

Successful candidates must pass a disclosure and barring security check before appointment. The required level is Baseline Personnel Security Standard.
