Job Summary

To ensure the provision of a comprehensive capital planning, advisory and accounting service to the Trust.

The service includes preparation of capital plan, monitoring and reporting variances to plan, forecasting, provision of capital financial analysis for business cases, and attendance at meetings related to the financial management of the Trust.

Main Duties of the Job

  1. To ensure the provision of an effective capital planning and accounting service to enable the Trust to deliver key projects which provide the best quality patient care.
  2. Be the professional finance lead for the Trust’s major capital projects, providing advisory and accounting services for the delivery of large projects. To ensure that high-quality and accurate capital reporting information and analysis is provided each month.

Job Responsibilities

Capital Planning and Financial Management

  1. To ensure the provision of an effective capital planning and accounting service to enable the Trust to deliver key projects which provide the best quality patient care.
  2. Be the professional finance lead for the Trust’s major capital projects providing advisory and accounting services for the delivery of large projects. To ensure that high-quality and accurate capital reporting information and analysis is provided each month.
  3. To analyse and report significant capital budget variances, and identify and manage capital slippage to ensure delivery of the Trust’s CDEL allocation.
  4. To hold regular meetings with the Project Directors, Chief Information Officer and Estates Director in order to identify and provide the required capital management support.

Financial Planning and Reporting

  1. To work closely with the Central & North London finance team to produce plans and forecasts of capital expenditure.
  2. To work closely with other finance teams to ensure a smooth closedown of accounts at year-end.
  3. To ensure that the Capital Plan is produced to the timetable set.

Stakeholder Management and Support

  1. To work closely with the Functional Leads for Estates, Strategic Projects, ICT, Equipment; and General Managers.
  2. To liaise with project managers, sharing information, raising any concerns and devising solutions.
  3. To train, guide and liaise with all relevant departments to ensure that capital processes and controls are clearly communicated, understood and complied with.
  4. To comply with Standing Financial Instructions, DOH guidance, Accounting Standards and Audit requirements and provide advice to managers as required.
  5. To keep the Assistant Director, Financial Services (ADFS) informed of all issues, including reasons for variances, forecast outturns etc.
  6. To attend meetings for the strategic projects currently underway, reporting to the ADFS on any issues which emerge.

Continuous Improvement and Analysis

  1. To continuously review and develop systems and procedures within the function, both to increase efficiency and to comply with any new guidelines issued (internal, external or Audit guidelines). To work with IT and Systems Managers to improve service delivery of the team.
  2. To critically evaluate business cases, tenders, service developments and costs pressures.
  3. To undertake financial modelling and analysis as required using advanced spreadsheet skills, the Trust’s ledger and other feeder systems.

Person Specification

Education / Qualifications

Essential

  • CCAB or CIMA qualified Accountant

Skills and Abilities

Essential

  • Presenting capital and related financial information in operational, project management, and other forums
  • Highly developed technical analysis skills, with the ability to interpret, articulate and communicate findings

Desirable

  • Awareness of the public health sector’s regulatory and funding framework
