Job Summary

A dynamic Business Support Manager is required, preferably with Project Management experience, to work across Public Health Microbiology (PHM) supporting administrative functions, service development, and horizon scanning.

The role provides business support under the line management of the Senior Programme Manager or delegated Grade 7 or SEO members of the team.

The post holder will work across UKHSA PHM, including Clinical Network Laboratories and Reference services, supporting a nationally distributed microbiology network that delivers end-to-end diagnostic services and public health surveillance.

Main Duties of the Job

  • Support Senior Programme Manager, Senior Project Managers, and SEO Business Operations Manager with reports and presentations for boards and meetings
  • Provide diary management and coordinate meetings for the programme team
  • Identify and implement service improvements
  • Coordinate monthly and quarterly business returns including trackers, project updates, and audits
  • Maintain tactical risk registers and ensure escalation processes are followed
  • Support business continuity planning and updates
  • Assist with Health and Safety policy maintenance
  • Manage responses to internal and external stakeholder queries and inboxes

Job Responsibilities

Financial & Resource Management

  • Support Programme business processes across PHM and wider Science functions
  • Assist in project finance, budget setting, and budget monitoring with Finance Business Partner
  • Support identification of overspend/underspend and remedial actions
  • Assist procurement activity for the Programme team

Human Resources Management

  • Support training and development programmes with L&D and Workforce teams
  • Assist with recruitment and onboarding of new staff
  • Coordinate induction including IT equipment and access setup

Planning & Organisation

  • Support planning of boards and committees and identify interdependencies
  • Contribute to governance and performance strategies
  • Support project planning and maintain project management documentation
  • Maintain operational systems and records management processes
  • Support KPI development and research/data analysis activities

Leadership & Management

  • Line management of administrative staff (where applicable)
  • Support training, recruitment, appraisal, and performance processes
  • Contribute to staff survey and workforce development planning

Operational Management & Governance

  • Support estates and facilities management reporting for PHM projects
  • Identify process gaps and governance issues
  • Ensure compliance with internal controls and procedures

Person Specification

Essential Criteria

  • Degree level education in Business, Finance, Economics, HR, Marketing or equivalent experience
  • Experience working in a team and contributing effectively
  • Strong IT skills (PowerPoint, spreadsheets, databases, word processing)
  • Strong written communication skills including reports and business documents
  • Strong verbal communication skills across all levels
  • Good analytical and judgement skills
  • Strong organisational and planning ability
  • Knowledge of NHS and Local Government systems
  • Understanding of equality, inclusion, and good working relationships
  • Knowledge of governance, controls, and value for money principles
  • Experience in motivating, coaching, and supporting others

Desirable Criteria

  • Basic understanding of risk and issue management
  • Awareness of stakeholder engagement and communication approaches

Salary Information

Civil Service Higher Executive Officer (HEO):

  • ยฃ33,422 โ€“ ยฃ45,353 per annum (depending on location)
