Job Summary

NHS Wales Shared Services Procurement is an established Procurement Service assisting the Health Boards and Trusts across Wales to deliver patient centred services. It is an award-winning service focusing on value, safety, excellence, innovation and quality. The aim is to have seamless procurement processes in place that releases clinical time to focus on patient care and develop a value based procurement approach based around patient outcomes.

Procurement Services have a vacant Procurement Business Officer position. This is an excellent opportunity to develop a procurement career in a dynamic, challenging and high profile environment.

The post will be working on behalf of Health Education & Improvement Wales.

The goal is to have a fully skilled, dedicated professional workforce that supports NHS Wales in all areas of the Procure to Pay process.

Main Duties of the Job

  • Contributes to being the interface of Procurement between NWSSP Local Procurement and customers and will assist in representing the function at various levels.
  • Assist in informing on the status/priority of category work plans across the Trust.
  • Liaise with user departments and NWSSP at all levels to promote procurement input into partner organisations’ business plans at the earliest opportunity.
  • Provide a professional procurement service to the Health Board / Trust contributing to the development and achievement of the NWSSP Business plan.
  • Support the Senior Procurement Business Manager on procurement issues and on key projects.

Welsh language skills are desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Person Specification

Qualifications

Essential

  • Qualified to CIPS (Level 4)/NVQ2/3 or equivalent experience
  • 5 GCSE’s grade C and above, including Maths & English or equivalent experience

Knowledge

Essential

  • Knowledge of purchasing principles and contract law

Desirable

  • Working knowledge of quality systems and procedures including problem solving techniques

Experience

Essential

  • Proven ability to establish and enhance effective working relationships with stakeholders

Desirable

  • Ability to work to deadlines

Skills

  • Excellent interpersonal skills
  • Competent in the use of Microsoft Products
